Cause:
The VM does not meet minimum security requirements for Windows 11. Minimum security requirements are as follows:
- TPM version 2.0
- UEFI firmware
- Secure Boot capable.
Resolution:
- Enable Secure Boot
- Encrypt the VM
- Add Trusted Platform Module
